From the "Team" tab, go to the filter icon and click on it:

The search options will appear, select "Connected users" in the Outlook application connection filter and then click Search, the list of users who are logged in to the app will appear:

To view users who are not logged in, select "Not connected users" in the filter.

(It is currently not possible to export this list from the platform).
